traffic violations are on the increase , in every country ; it is worse in 3rd world countries like India.
there are not enough police personal in a country like India and the traffic offenders take advantage of this situation .
i feel that the traffic department can implement an alternative system to work on this subject .
1.set up a central processing zone , where emails and attachments can be received
2.advertise in the news paper that anybody can click any traffic violation in the mobile camera and report to the email id of central processing zone
3.the central processing zone will retain the reporters id as a confidential note
4.select traffic officer will go through the reported traffic violation , along with digital camera evidence and demand a suitable fine from the registered owner of the vehicle
5.all vehicle owners , whether they pay annual tax or yearly road tax , they must pay a nominal sum and renew the road tax every year . if the fine on traffic violation is not paid then and there , it will be added to the nominal yearly tax and while the registered owner comes to pay the same , all traffic fines will be collected with penalty etc
6.the person who gives evidence of such violations by email are rewarded suitably
by the police without revealing their identity
all youngsters , who use camera cell phones , for various mischievous acts ,will help out and they also get a reward for the same ; this also will create a sense of responsibilty among them and all traffic offenders will be scared to park their vehicles in " no parking area " , parking in the middle of the road and chatting with the driver of another vehicle , rushing through stop signal , driving through one way traffic etc
the nominal sum collected per vehicle can be used to establish , confidential central processing zones , where the informer and informations are kept as confidential matter and the reward is disposed by bank transfer to the reliable informer

1.they can convert the postal department into postal and security department ..postal people know the addresses very well and recruiting more tough young people as security staff we can periodically reach out to all public places and have regular vigil on this places
2.by an ordinance ,we have to create nation wide alertness and awareness , with day to day vigil should be carried out
3.in bus stands, airports and train stations ,except passengers ,no visitors should be allowed
4.more security and vigil in all heavily crowded places ,hotels ,malls and hospitals too
5.the security staff engaged in a place should not be changed ..they need more training they have to be trained like soldiers..the security agency keep changing the staff for the fear that the longstanding workers in a place will become permanent employees of the place where they are posted to work .
6.toilet and office cleaning staff in all public setup ,watchman and security staff at all parking places must be increased in numbers and must be trained in a better way ..we should not change the staff frequently ..they should be allowed to identify new and suspicious people and intimate to authorities and authorities must not dig at them even if they identify an innocent person as a suspect
7 for frequent travellers ,railways can give a discount of certain percentage and utilise them as honorary security agents and they have the authority to check any traveller
8.most terrorists achieve their target by infiltrating into the scene along with VIPs

Cleanliness is Godliness
This is an issue in India
the issue has few fundamental problems
1. the first concern is we are a largest democratic country--lot of people we got to talk but few to swing into action
2.second concern is our population , we may have large food produce , numerous banks, shops ,eating outlets , but all will be crowded at all the time
3.we lack the basic instinct of keeping our surroundings clean--even in Kerala , God's own country , we have beautiful houses with garden etc but narrow roads
4.our people accept dirty filthy surroundings as a philosophy of life , they think that our body decays and merge with the earth, eventually we also become part of the dirt and why not live in that ?
5. awareness of food and water contamination ,we need another decade to promote that idea into people’s mind . one lesson in every school year of education about health hazards and environment will carry the message forward .there must be definitely one or two questions from this subject being asked so that everybody reads about it without fail .lessons on family planning , protected sex , drug addiction etc can be taught at later part of the school education
6.we can be disciplined provided it is implemented firmly and we cannot get it on our own as we like shortcuts

ADK hospital --Male -Maldives --working conditions-part 1
It is important to know the working conditions of a hospital as your employer or the recruitting agency may not reveal everything to you.
Herewith i am listing the working conditions of ADK hospital , situated at Male , in the republic of Maldives.
These working conditions are not given to you , either by the hospital or by the agency like , Primes India of Chennai.
ADK HOSPITAL –Male’—WORKING CONDITIONS
1. passport is being retained by ADK hospital , Male ' ;
as per Republic of India rules and regulations , the passport should be in the custody either of the holder or of a person authorised by the holder. Other hospitals at Male’ , including the government hospitals follow the same indecent procedure .
2.as per the rules of any country , at least one day in a week should be leave or weekly off and more than 8 hours duty is not advisable ; one person can be on call by rotation and if enough personals are not available, the particular department's service should be closed down and a specialist doctor cannot be made to overwork , which will lead to human errors and cost of another human life .this is what happened when one of the good obstetrician Dr Vikas operated on a pregnant lady without knowing that she is jaundiced and both mother and the newborn died .local people got angry and gathered near the hospital shouting slogans –they wanted to kill Dr Vikas and he ran away to India
3.radiology department should have radiation dose monitoring devices ( dosimeters etc ) for radiation protection of workers –not available in this hospital as well as
in the government hospitals
4.a general practitioner or a specialist should not interfere in the functioning of a particular specialist / speciality about which he or she does not have fundamental knowledge—one Dr RJC Pandian , who claims to be the father of this hospital always create problem to the newcomers.
5.when you apply for leave , till the last minute you will be under tension , you are not sure of your departure till the last minute , you have to deposit one month’s salary and then only you will be given your passport as they are not sure that you will come back after vacation to join duty . when you come back , you must surrender the passport again to get back the salary you deposited.
6. unscientific demands from the administrative team.
7. you are not given fairly decent furnished accommodation .
8.only if you finish 11 months work you will be eligible for your annual leave ; in between any medical emergency you may be eligible for family obligation leave and whenever you proceed on leave , you have to deposit one month's salary in the hospital
9.one month's salary is taken by the agency as commission , this is the carrot before the horse's mouth ; don't pay this for any reason and ask the agency also to certify that they have not taken any commission from the hospital on your behalf . Without your knowledge if they take any such commission , you may be bound by that commission .it is shame that even the government jobs attract commission from both ends , if you are fixed on a salary of 1000 USD , you have to pay entire money in cash ( black ) or 50% in India and 50% at maldives . they need you , donot agree to pay any commission , if still you want to pay , pay by cheque .
10 . be aware that you may be expected to attend to emergency calls but your own colleague , who works there for a longer time may not be attending to any such calls
11.the medical director and the CMO are both with low IQ levels and hence you have to please them out of the way to get proper recognition , leave , sick leave etc as well as decent working hours ; and at any cost , once you are becoming popular by way of your policies and procedures and expertise , you will be put into trouble by them and the management will only listen to their wrong messages about you as the owner of the hospital is indebted to the medical director; if you have his blessings , you can sit and watch movies during your working hours in the MRI room
12.on all accounts you will notice all staff members are under tension always and the existing , long standing colleagues keep trying to push out the new comers to protect their ignorance
13. Indira Gandhi memorial hospital , a government set up ( going to be taken over by Apollo hospitals , chennai soon ) is the only big competition for ADK hospital and ADK hospital charges are double that of the government set up ; An ultrasound scan at government set up costs 300 MRF ( Maldivian Ruffia ) , the same costs 600 MRF at ADK and the same charges are still double , 1200 MRF for foreign tourists .Still doctors and nurses and paramedics are not given decent furnished accommodation
14.you will be supervised by school final young Maldivian citizens , who will monitor your reporting and departing time to the management but they will disappear and reappear according to their convenience
15.I have noticed that some of the administrative people are not punctual , some sleeping at 9.30 AM itself in their seats and not smart enough to take administrative decisions
16. No doctor is willing to recommend a job in this hospital to another colleague.
When I entered the radiology department , the existing radiologist asked me why did I choose this hospital to work and the CMO declared that his own cousin is a radiologist but he will not recommend him a job at this hospital as the working conditions are not satisfactory
17.those people who are good at gossiping, giving trouble to others easily survive at this hospital and others cannot.
18.I have reliable evidences for what I have enlisted above and interested people directly communicate to me for more details ; my contact no is +91 9941547228 and email id is vgsganesan@yahoo.co.in ---since I was troubled by the above said people , I am sincerely posting this here and I want the whole world of medical profession to understand this .The management itself asks their agency to give a correct picture of the functioning of this hospital , since the agency hide these things purposely , I am doing the same .The administrative team and the medical director as well as the CMO has such a good level of IQ that they failed to have even pre employment health related certificate as a requirement .I can even post documentary evidences to show how sick patients are neglected and fooled in this hospital including foreign tourists .ADK hospital is the only hospital in the world , with xray and CT scan equipments , which does not have radiation monitoring devices for their radiation workers and only radiologists and physicists know what kind of gross negligence it is .ADK hospital is the distributor for Siemens products and a company like Siemens also did not bother about this
19 the management knows well that if they give all their conditions along with their job offer letter, nobody from India , Pakistan , Nepal, Srilanka or Bangladesh will accept that and that is why they pass this responsibility to the agency like Primes India at Chennai , who in turn keep silent on these issues .
20 .last but not the least , your are given your flight ticket money only when you finish one year and you have to pay for your visa as well as for your dependants; even for the medical registration , you only have to pay
21. you are paid in Maldivian Rufffia and not in US dollars and you cannot maintain US dollar account , you have to buy the USD and then maintain in dollar or in Indian rupee a/c at home and you have to spend more money as commission
22.even to get US dollars will be difficult and you can remit only limited part of your earnings ; accomodation is very expensive and you cannot find and finance your own accomodation ; food ,water and electricity , all are 4 times costlier
I personally ignored the advice of a good gynaecology friend's advice and faced all the above said problems and left the place within 5 months after a great struggle;
even if you resign they will not allow you to go , demand 3 months' salary etc ;
the CMO or the medical director , who are also Indians , who speak nice to you at telephonic interview , later act worse than the local hospital administrators , for the extra salary they get

This write up is about house tax collection by the government ..There is always some corruption involved in this area .If the government could follow these guidelines , it will be easier for all of us .
1.The government must spell out the house , commercial and industrial tax figures clearly and collect it for one year...no need to waste one's energy every 6 months
2.No professional ,who does only consulting practice should not be considered as a business or commercial person
3.the government should expect Rs 4 per sq ft as the house tax ..for a flat or house of 1000 sq ft , one need to pay Rs 4000 as house tax ,for which the goverment should provide electricity connection to the house and street lights , water connection,sewer connection and motorable road ,for each service you get Rs 1 per sq ft ...for example , if there is no water connection , the citizen will pay only Rs 3000 ie less Rs 1000 for water connection ...if the inhabitants of a street complain of lack of street light , water,sewer connection and motorable road ,for a 1000sq ft house , they will pay nothing as house tax as the government provided nothing for them
4.the area of the house or flat should be based on the carpet area ...wall thickness and common area should not be added..the house owner can calculate ,give the detais in a diagram with the architect and calculte the tax himself and pay it off by online itself ...the assessor can come to measure the house if he suspects any foul play by giving a notice. kindly note that ,for a flat if the house tax is Rs 3000 , the bribe expected is Rs 3000 , ince self assessment is allowed and paid , no assessor can ask for this bribe .
5.i am not dealing with commercial and industrial places as it is beyond my knowledge . rental accomodation should not be considered as commercial place as long asw rental income goes into one's account and subjected to annual taxation

1.The government must spell out the house , commercial and industrial tax figures clearly and collect it for one year...no need to waste one's energy every 6 months
