Traffic violations

traffic violations are on the increase , in every country ; it is worse in 3rd world countries like India.
there are not enough police personal in a country like India and the traffic offenders take advantage of this situation .
i feel that the traffic department can implement an alternative system to work on this subject .
1.set up a central processing zone , where emails and attachments can be received
2.advertise in the news paper that anybody can click any traffic violation in the mobile camera and report to the email id of central processing zone
3.the central processing zone will retain the reporters id as a confidential note
4.select traffic officer will go through the reported traffic violation , along with digital camera evidence and demand a suitable fine from the registered owner of the vehicle
5.all vehicle owners , whether they pay annual tax or yearly road tax , they must pay a nominal sum and renew the road tax every year . if the fine on traffic violation is not paid then and there , it will be added to the nominal yearly tax and while the registered owner comes to pay the same , all traffic fines will be collected with penalty etc
6.the person who gives evidence of such violations by email are rewarded suitably
by the police without revealing their identity

all youngsters , who use camera cell phones , for various mischievous acts ,will help out and they also get a reward for the same ; this also will create a sense of responsibilty among them and all traffic offenders will be scared to park their vehicles in " no parking area " , parking in the middle of the road and chatting with the driver of another vehicle , rushing through stop signal , driving through one way traffic etc

the nominal sum collected per vehicle can be used to establish , confidential central processing zones , where the informer and informations are kept as confidential matter and the reward is disposed by bank transfer to the reliable informer

hope the department of traffic take a note of my suggestion
